I have a decent amount of experience with B+, B++(27.5x3.8), B Fat(27.5x4.5), and 29+ on a couple of different bikes. I run 27.5x4.5 on my fatbike, and only use that for snow. I agree that I would not want to ride that on snow-free trails, except maybe for some crazy bikepacking expedition that would see loose surfaces.
Rider input feels easier and more immediate, which is especially important for beginner riders. 27.5in wheels are also generally lighter (comparing like-for-like wheels) and accordingly they take less energy to accelerate, so the bike will fill nimbler and more playful (assuming we’re comparing to a an identically-geared 29in bike).
A 27.5er will be way more agile than a 29er. I have both and I take the 27.5er way more often to trails than my 29er. For long straight rail trips a 29er is better but that's pretty rare. I would choose a 27.5er in the city as well for a commuter and on the trail as well.
29'ers were the new kid on the block when I was starting to get out of mountain biking. Over the last 15 yrs some of my friends who still biked had went with 27.5's when they came around, which was shortly after 29's were starting to be a real fixture on the trails. Some also went w 29's. Now, all of em are on 29's.
26ers and 29ers are great bikes that serve different purposes. The 26er has stronger wheels for smoother, more technical trails and downhills, while the 29er is ideal for tough and uneven terrains (rocky, with stumps, etc.), as it offers more traction, control, confidence, and better performance on longer, uneven rides.
